I would put the injectors on the rails and connect them to the fuel supply but not insert them into the manifold.
Connect one injector to the harness, crank it and see one injector spray.
All the tests you've done so far don't add up. You believe you have a pulse, have fuel flow, and the injectors aren't clogged.
Possibly you unclogged the injectors by cleaning and testing them...
