After having a CA smog license for 30+ years, I can offer a few suggestions.
The responsibility of having the right smog equipment is on the seller, not the buyer.
Any competent licensed smog tech knows the difference between CIS and EFI with ITB's.
Good luck driving it around with an out of state plate. You legally have 20 days to register in in CA. The CHP WILL harass you if they see you driving it. And if you're trying to slip through the cracks, you'd better have a driver license from the same state as your plates. And they're trained to look for tampered emissions equipment.
