Because private businesses can be sued if they’re sloppy in their handling of personal information or they can incur huge financial losses if they don’t have reasonably tight security on pages that handle financial transactions.
Neither of these “incentivizers” apply to government. It can’t be sued and it doesn’t care what things cost because it’s not their money anyway.
That’s a big part of the problem.
