If the internet is down and the cell towers are off, that ain't gonna work. As long as you have battery power and cell reception you are fine.
For sure the weather apps on our phones are the first line of alerts.
The weather forecast for big bad storms are often several days out. That gives me time to charge up some portable phone charger batteries, and get ready.
