Here's a quick sketch for the easiest tool if you have some woodworking equipment and no metalworking equipment. Take a piece of wood, cut a slot the width of the valve knob (shown in black) and then drill a hole near the end through the sides and put a bolt with nut (shown in gray) to keep the slot from splitting.
