I would simply stop moving and book an appointment with a shop you trust to have that rust dealt with. It sucks to have found it and would be interesting to know what kicked it off? Lack of vapor sealant or is that washer something dissimilar to the metal panel? Anyway its on the inside and you are lucky to have caught it early enough that a 1k buck or so later and its all in the past.
