993 timing chain too short?

The LH cam sprocket does not reach the camshaft with the chain ramps installed. RH went together fine.

Why on earth would this happen?

Timing chain has 49 links both sides, as do the originals. Chain is on the ishaft sprocket correctly. Ramp bolts are properly engaged with the ramps. Cams are centerd in the chain housing hole. Using the old upper ramp, or the old cam sprocket, does not improve the situation. Changing the lower ramp of course requires removing the chain housing, which I am not currently in the right state of mind for.
