Yes, IMS is still an issue in 2006 -Check out jake raby / LN engineering/ Flat 6 innovations websites and learn some IMS knowledge. Best IMS tests tend to be an oilchange, so you can cut open the filter and look for metal shavings.
$38 for this? I'd walk, depending on what your goals are. If flipping? If expecting top dollar when you sell? nope. Considering it to DE and become a race car? might be ok.. since its already been wrecked

I'd have a body shop look behind the plastic bumper to see whats done right or wrong. I'd assume if the tub was bent, insurance would have written it off.
Not sure where you are and whats regionally comparable, but given the $5k a dealer will charge you to fix whats on the screen capture that needs attention (radiators, coolant tank, leaking drain plug (s?), that's already 997.2 money. I'd want this for closer to $30. What's the carfax tell you?
Given the cars age (14 years) and limited mileage - 40,000 is only 2,500/year, Id be worried about lack of use and sitting to much. Those aren't good for the IMS. Also any history or maintenance records? Brake fluid changes? Were oil changes only 1/year? or worse, at 10K mile intervals?
