You need to provide a bit more context...which state, and what exactly was done.
Was the main VIN swapped?
If the 'changes' are disclosed, then the real issue is whether or not he vehicle is street legal. If I owned a car that was not 'VIN correct', I would not really care, on the assumption I never had to sell it.
When people start switching bodies and rebuilding cars entirely, I find the VIN thing a bit sketchy. What's the VIN really attached to?
