In CA you cannot remove a chassis number, stamped or riveted. If there is no chassis VIN the DMV can provide one if you have ALL the paperwork. If the vehicle has a separate frame and body, each will have a number with the body number being used as the VIN. Sometimes you can't even get to the stamped chassis (frame) number.
When a complete front clip is used to repair a 911 along with the donor VIN, all that is noted in the presumably salvage title because the rest of the car is still the original car and the windshield riveted VIN and dashboard build number are still the VIN for the car.
No moving these pieces from one vehicle to another.
