I am far from a qualified expert on the subject, but that sounds like the best way to fix the problem to me. If you don't have a tig welder, hire a pro to come weld it up, and weld in some additional bracing while he is there. Grind it all flat and smooth and then drill the hole and tap with proper tools.

You certainly know now is the time to do it right, and make a forever fix, not a patch or bodge.
