You could make a dual "header" from the two cylinders to a 2-in-1 collector that welds to a V-clamp. Should be simple On the other end of the V-clamp the muffler attach. Or make it dual outlet :-)
I would also call it a rain cap, but googled it, and it seems to called an exhaust flapper what I could tell. So flapper it was, but just added rain cap in the title of youtube based on your comment :-)
