I'm sure that the right product would work. My concern with most things is that they won't be sturdy enough. Put 2 tons on a floor jack and the wheels may cut right through regular rubber.

Otherwise, an idea might be to use bicycle inner tubes of a smaller diameter than the wheels that you could cut so they'd be like an open ended cylinder the width of the wheels, then slip them on. Maybe worth a try. Maybe there are some puncture resistant innertubes that would work, or maybe using 2, 3 or 4 layers of inner tube would work.
