"historic plate" certification by the TÜV normally is a different case and not to be mixed up with the typical "TÜV inspection" every two years.
In Germany "historic plate" certifications do not need any official TÜV approval documents like "EG Typenbescheinigung", "ABE" etc. for the installed parts.
Here for that specific "historic plate" approval only the aspect of "genuineness" is relevant. BUT shure on the other hand it presupposes the regular 2-year TÜV inspection to be passed, but your experience above refers to a "historic plate" inspection.
At the normal "TÜV inspection" at every two years here 99,9% of all TÜV experts/stuff often don't even know anything about those classic 911 specific details/genuineness and what has been left the factory in specific decades/years.
I never had problems with my SSIs,.... even in my case where the car with the 930/16 engine left the factory with a lambda based cat system. They even don't check the Mufflers Euro type approval reg. number (Dansk sells the "two in / one ou"t steel muffler as 911 SC 3.0 TÜV approved, but the official Euro type approval document only states an approval for a 911 S with 2.7 Liter) ... so if to them it looks ok, and sounds ok, then ... have fun, pay the inspection and leave. So as Marek states the Heatexchangers semselfes in Germany do not need any TÜV-approval as long as they do not make emissios worse or make the system louder as it has left the factory in the 70s or 80s. So if seen verry corectly I'm not legal on the road as by installing the SSIs I dropped the catalyst and even with still working Lambda, the emission will result worse as with the original factory setup.
Here the TÜV experts eyes are totally more focussed on new over-turned cars with i.E. modified valve exhaust systems where young "Machos" do prepare and modify their AMG type Daimlers to stress peoples nerves in the city at saturday night prime time on weekends just for a big show. Here in Cologne in the middle of the city where all the best known restaurants ad cafes are, there exists a curve called "Monaco curve". Here those tuning AMG or Lambo freaks do pass by 5 or 7 times in an hour letting people know who's the one. Now you understand why TÜV experts do have their focus on other cars than well and lovely kept classic 911s :-). BUT here lies another nub of a problem: If you installed a Muffler and the deliverd docs do not 100% match with the year of engine you installed the muffler etc. to (like in my case the "2in1out" muffler wher the doc/approval mentions a 2.7 911 S engine/vehicle then it could be that on a sudden police check where they recognise that non approved usage of the muffler .... your car gets hooked up and brought to an official check.
Cause of the problems with street races in the cities, vehicle posing, modified mufflers and so on, the police here follows a no tolerance rule. In Cologne there exists a special police unit "SOKO rennen" (task force "race") and its funny watching such a "macho" kid crying when his AMG 500 gets hooked up by them and he continues his evening and the folowing week driving in a train.
The "historic plate" certification by the TÜV is another story, here it could be that a special expert there at the TÜVs office comes to a "historic plate" certification request for a classic car. These guys often know much more about exhaust components, emission categories, year specific modifications and so on.
BUT! in most cases the "historic plate" certification is done by the same TÜV expert who does the normal 2-year inspections, means ... if all "looks like" it has been left the factory and if all is in very good or good condition and if it comes with a radio from tose years :-) , then ... it will be approved and you get the historic plate.
So if a TÜV expert really rejects the "historic plate" certification in case of non existing TÜV-appoval of installed SSIs, ... I recommend looking for another TÜV station, cause this scenario cant be avoided by a TÜV approval doc of the SSIs as the TÜV experts in this specific case can NOT reject cause of not following to technical restriction which requires a missing TÜV/EU-Approval ..... BUT he ONLY could reject cause of not keeping the historical genuineness in case here of official approval for the "historic plate".
And even here ... if you can proof to the TÜV-expert in your specific case that in that decade of the 70/80s already people did backdate their Heat exchangers to early type ones and the TÜV in that time approved that, then, ... yes ... even then, the TÜV today MUST accept it AS LONG as you don't make emissions worse or the exhaust louder.
