Ok thanks 76FJ55, makes sense. Perhaps the PO had somehow modified the panel with the two holes for whatever reason. This is what my lower panel behind the seat backs looks like. I painted the panels with SEM Classic Coat which is why the rear of the panel looks sprayed... went from beige to black.
