Well, that bottom box has a programmable timer chip and relay to switch up to 6 amps. Best guess after looking at the chip datasheet is that it's a hold-delay of some sort. Power is applied by red and black, relay turns on and stays on for a short time after power is off. It switches whatever is connected to the yellow and white wires.
