Unless your car is a turbo, there shouldn't be a heat shield in the way. I've removed the bumperettes many times without removing the bumper on my 88. In fact, I'm pretty sure one of the steps in the bumper removal instructions is to remove the bumperettes. I'd get under there with a flashlight and a mirror, and you should see the nuts that hold the bumperettes on. Not hard to access.
