Unhook the license plate lights in the bumperettes.
Pull the rubber strips and release the accordion each side.
2 nuts each side holds the bumper to the shock.
Guide the license wires off the bumper so you’re not pulling them
I would be inclined to leave the inner panel off the factory did in years later, my brothers 89 doesn’t have the panel
