The heat shield in question on non turbo cars fills the gap from the reflector panel to the body so shouldn't be an issue. If your car is from the east, you should probably pull the bumper by pulling it as a unit with the fender extensions and bellows all intact. Every nut from the bumper pads to the bellows will need to be worked carefully to avoid breaking. New pads are expensive, bellows no so much.
