My only thought is to remove all the water from tank or remove tank, plug all flushing holes with a rubber type plug. Fill toilet inlet with CLR and wait over night for the chemical to do its thing. It should remove all the heavy deposits blocking the outlet holes. You gotta get to that big one. That depends on the location and the type of toilet.
