My understanding of the Pornhub issue is there 'members' are posting stuff that may not be in compliance. I can't imagine they want to propagate this since it will ultimately harm their mega $$$ business.
Every producer/manufacturer of 'adult' porn is required under Fed Law to maintain a listing of every performer that was in the film. You will see a statement of compliance either at beginning or end of the film and it states the attorney with which the records are kept. Usually in the San Fernando Valley... Anyway, its 18 USC 2257, when you next see it on a film.
The prior section makes it illegal for under 18's to appear in these films.

I know an attorney that had a client charged with possession of child porn, otherwise known as KP, several years ago. The attorney went and found the actress, who at all times relevant during filming was over 18, in fact I believe she was in early 20's. He brought her to court and she testified as to that and dude got acquitted.
