I like POR15 for what it is. It's all prep tho, you can't just paint right on the rust. I use their metal ready zinc phosphate stuff first, to convert any rust, then do POR15, then a top coat of rustoleum (brush/can kind, not spray paint). If it's under carpet I don't think you need to top coat.
