Yes but...
Since the airbag is disconnected, no chance of anything going off. But look at the connectors, there's likely a "shorting bar" that you'll need to get out of the way. It's so that people can't hook up 12v (or an ancient analog meter) across the terminals and blow the bag with it still installed in the car.
You can CAREFULLY rotate the clockspring left and right and feel where it's running out of wire. Set it in the middle after verifying that the car's front wheels are centered before installing the clockspring back onto the steering column.
