I agree with the second part, but disagree with the first part. Major problems don't generally have simple solutions. The complexity of the system make things very difficult to sort out. The interdependence of various aspects of economy and society make this a sticky wicket at best.
Do the thought experiment. Put your law into practice. Fines or jail time for employers. Now shut down the farming industry while it figures out how to deal with that. Then increase food prices across the board. Then see how that affects people's personal budgets and purchases. It gets ugly very quickly.
