If you have stand alone mp3 files then VLC will play them no problem. Playlists, shuffle, etc.
VLC can also both generate and consume a stream. If you've got the inclination to learn the geek skills a raspberry pi and some external storage could set up your own private streaming service in your house and stream to all of your clients.
