I can't imagine that testing for Covid before administering is at all feasible.
The additional cost, logistics, delays incurred to test and get results, rather then just vaccinating would be mind boggling.
This vaccination program is really about getting as much and as wide as possible coverage, Think of it as a 10x10 mile target area, 1 square yard grid
And you want to hit 70% of the targets, and of those maybe 5% would already have been hit.
Either carpet bomb the entire 10x10 grid
or recce each square first and precision bomb each one that hasn't been bombed yet as proven by that recce
