I very much doubt it was kept secret for decades, not with all the spying going.
And the fact that anybody on a gusty day, could see it in action near an airbase where these planes flow.
Anybody with a tele lens would have seen something at at least some of the airbases.
It's not a minor detail, and yes those people with telelens did exist, thinking otherwise seems very naieve.. they all spied on eachother those days. through any means.
Or that any Rooskie plane designer worth his salt can put 2 and 2 together just by seeing one parked on a runway, and having a good look at how them big wheels are fitted and figure out that they need this functionality if there's any hope of landing it with a cross wind.
So no .. not decades..Rooskies weren't that stupid.
