16/20 = .8 (x100) = 80% (80% less, or an 80% reduction)
Lets make this simple.
If you have 20 apples, and 16 are stolen, that's an 80% reduction in the amount of apples you have. You have 4 left, or 20% of the original.
4/20 = .2 (x100) = 20%
