As mentioned above. Make sure you have identified the "line" set of wires (black and white) compared to the "load" set of wires (black and white). I would try the receptacle with just hooking up the line side and getting that to work (set and test with the green light acting as it should). Then add the load set and see if things still work. I'm not an electrician, that's just what I would suggest.
