We can block a user and even an IP, but with modern ISP's, it isn't difficult to refresh / renew an IP. So it is a little more complex than just clicking on a button.

Basically, he was banned several times for the usual reasons, did a "goodbye cruel world" exit and got the administrators to completely erase his user name/account, returned, got banned several more times including for coming back w a fake user name and finally got banned with a post from the mods saying, "madcorgi is banned forever. He can never come back. If anyone spots him trying to sneak back onto the forum, please notify moderators."
Just that. On other forums, (and I wholeheartedly agree with this policy), if someone ever does a "goodbye cruel world" exit and says that they are leaving forever, their posts should all be erased and they should be blocked from their IP address, which is obviously not effective anymore when all someone has to do is google,
"how do I hide/mask my IP address?" 
Changing the forum rules to a 1000 post minimum before being able to enter PARF would be a good start and harm absolutely no one. It's been suggested multiple times, I don't know what the hesitancy is on the part of whomever is running this place now. Oh yeah, and ban the latest version of the clown.
