This is the sorta thing that makes
no sense.
People have accidents every day and many of them are issued citations.
Having an accident doesn't disqualify someone from criminal and/or civil culpability and thus the possibility of subsequent charges.
Maybe what they are
trying to say is "No laws were broken, therefore no charges will be brought."
