My wife is a project manager/site engineer for a large home building company so she sees it all on a daily basis. Her nemesis seems to be county/township zoning inspectors (no experience required to hold the job) who are on power trips, and demand the contractors jump through hoops to get that illusive occupancy permit. Often, these are the guys who end up breaking budgets, and timelines, and sometimes only work every other Tuesday.
