Smelled booze on the guy who ran the stop sign, until he started chain smoking cheap cigars. Advised the officer what I do for a living and what I had observed. Given the smell and his antalgic gait, he was impaired in some way, likely due to alcohol. They gave me a card with the report number on it, asked if I wanted them to call a tow truck and that was it. The aforementioned booze jockey was allowed to drive away in his own vehicle. I wonder what could explain that?
