You seriously UNDERESTIMATE the incompetence of large bureaucracies and officials. The simple minded person can not conceive of bureaucracy being so incompetent so they go by default to it must be a conspiracy.
I sent the IRS a check in mid December USPS Certified with return delivery verification. I didn't get the return card till late January with a delivery date of 12/29/20. As of late January the IRS had no record of delivery and it wasn't until late February the check was cashed. They are still working on the form 843...and that is 5 months now.
