How would you clean up a trailer park ?

Right smack across the street from my shop , is a big ugly trailer park . 350+ lots. Fortunately for me, the lots closest to me are kept pretty clean, with newer modular homes .
The rest of it is 90% dump. old 1970's mobile homes , not in good shape, and lots of neglected yard maintenance with plenty of junk laying around . There are a few really nice lots, but they are the minority.
The day I have been dreaming about for 20 years has come . A big developer from Florida has purchased the property . The residents are getting their letters today .
Word is, he is going to modernize, and fill with modular homes in lieu of your typical old school trailer home . Pave all the streets, new office, park center, pool, street lighting , playground etc.....
I am wondering how he will get people to either clean out, and upgrade, or move. I would assume, it is a lot like a rental house lease where he just gives them an appropriate amount of time to comply or hit the bricks .
I sort of feel bad, a lot of people who have lived there a really long time, will be displaced. This place, is however, an eyesore . It used to have a really bad rap as far as drugs, and crimes, but that seems to have settled down quite a bit in the last few years .
I bought cheap here 20 years ago . The view of the park was almost enough to make me not want to purchase, but it was such a sweetheart deal at that time, with a home on the property , that I pulled the trigger anyhow .
There were 3 key things that needed to happen to really make my property values shoot up . The other 2 have already happened, this is #3.
I am just curious to see how this progresses .
