If you tell any city that you want to dig a grease pit, they will say no way. Carbon monoxide and other bad fumes can collect down there. Spilled oil is likely to get into ground water.

Now if you have the same exact plans, but call it a tornado shelter, no problem. I have a tornado shelter in my garage. It was a large hole. lined with concrete, and then a steel box was lowerd down. We go clean it out each spring. We have not yet ever retreated to in in a storm.

If I removed the steel lid it would work as a pit, but I prefer my scissor lift on the other side of the garage.
