It does and probably also doesn't. There are probably times when a smaller person can take down a bigger person due to training, strength, luck, etc.... Also, as the size discrepancy decreases, ie a guy 5'11" vs a guy 6'2" and maybe 20-30# difference, it's probably not nearly as big a factor as a guy 6'6" vs 5'9" with a 100+# difference.
And I have no doubt that there are guys that talk big, but have nothing to back it up, that would probably be thoroughly trashed by a smaller person that can fight and has a lot of experience fighting.
