And the real use is to distract border patrol for the drug smuggling. Can't stop the drugs when you are saving drowning or people dying of thirst.

When I worked on the border in AZ, the coyotes would get people physically across the border, then about 5 miles in, then they would strap a 40 pound rucksack on them, hand them a gallon of stale water, and say "walk at night towards the fires, sleep during the day, leave the packs at camp and walk to the city, they'll save you". The fires were small campsites that the drug smugglers would set, then leave, we could see 6, 8 of them on any give night from the mountain. The mules dropped the 40 pound sacks (full of drugs) at the campsites, then walk towards the nearest city light. Tucson was still 40 miles away, some really strong people could pull that off...but sometimes the Phoenix metro region looked brighter...it was 140 miles away. No one made that trip.
