2 douchbags. Ladder truck is partially at fault for NOT PASSING the semi or moving over. He's not a traffic cop; it's not his job to keep people from speeding.
Camaro should have dropped back and passed semi on right shoulder if he couldn't wait; it appears wide enough that he wouldn't have dropped a wheel.
