Measured by the factory or measured by the screwball selling?
Should be inside lip to inside lip, as a double check have the seller send you a closeup photo of what it says on the wheel, either on the back or some have the width right by the valve stem. The photos might be a good check to verify they're not selling replica wheels as well.
