The Fed sets Federal Fund rate
Bond yields are set by the market during bid.
This year:
10 year from 0.93% to 1.58%
20 year from 1.46% to 2.18%
30 year from 1.66% to 2.26%
The Fed has basically been begging for some sort of inflation and somewhat higher rates. If they are not careful they may get more than they want.
