By finding patterns that match the recent present and comparing them to a pattern match in the past, a possible prediction of the next few years can be made.
Interesting stuff.

I saw this same concept charted out a few years ago. We may hate to admit it but this is the natural cycle of the earth’s weather patterns and we have no control over it.
