You don’t have to use an in the tank fuel pump with a “modern” ECU. My race car uses a MoTec M130 ECU and a single external Bosch 044 fuel pump. My fuel cell has an internal surge tank too.
The Bosch 044 is not quiet but I never hear it unless my engine is shut off.
