Dating Apps do work for some. My sister came out of a terrible marriage and started using a couple different apps. She went into the process not looking to marry again, just find someone to spend time with. With in a year she went on a lot of first dates, a couple of repeat dates. Last year she did marry one of the men she met that way. Patience is key. There will be lots of people she doesn't like but if she's lucky she will find someone for her.

If she wants a more personal approach:I would try a small live music venue. At least, here locally, the local live music shows' crowds are 75% male. My husband and I saw Zoso in a small venue locally. Lots of men, hitting on women in the crowd.
