But when a quorum of owners decide against preventative maintenance, when does the responsibility shift?

We can all hope lots of changes in inspections and laws. The problem will be finding a good inspector. They will need a system of professional licensees for the inspectors, and professional malpractice and a bond, like professional surveyors or architects have now.
Ultimately, people of the state of Florida and the legislature will have to figure it all out. We all know politics will be involved, and it will take many years. I am glad I don't have to figure it out. It will be a complex and thorny issue.
