Ultimately, people of the state of Florida and the legislature will have to figure it all out. We all know politics will be involved, and it will take many years. I am glad I don't have to figure it out. It will be a complex and thorny issue.

More like a surveyor. Inspectors know the building code and most of them are quite good at citing the codes. They are not trained nor required to be engineers.
