I agree with jyl, if you're not vaccinated you shouldn't get publicly funded help fighting the disease now.

Coercion such as that is not a good idea, in my opinion. The decision to be stuck with a new medical substance should be left to each person faced with getting poked (or his or her parents/guardians, if the person is a minor). It took me months of internal struggle, and getting a recommendation from a doctor that I trust, for me decide to hit it - had I been looking at some sort of governmental force or coercion, I would feel much more bitter about the whole thing.
