My first thought, abolish State Income tax, and replace with tax at the register/pump catching everyone equally based on their desired consumption needs, but with one exception! That exception is Government Pension accuing Workers, still pay Income Tax.

Naturally I would freeze all Foreigner Visas.

Corporate State Tax would be based on employing people full time, with benefits, and if you feel you need foreigners, you need to submit an application for such, proving job offerings offered at a fair wage, have been pursued.

Etc etc.

Foreigners also would continue to pay a tax, that would be pooled to support there stay (not on our dime).
