The US congress doesn't do anything in 10 minutes. This is contentious enough that it would take months, if not years.
Besides, congress has already allocated nearly 50 billion dollars to help out landlords and renters. The states just aren't distributing it. The states have farted around doing little or nothing for over a year. The need for an eviction moratorium would be largely eliminated if that $50 billion was put to use.
