They made the money available to the states. The states could have figured out how to distribute it fairly if they'd tried. Handing rent vouchers to tenants wouldn't be that hard. I hate to be in the position of defending the US Congress (especially since my congressman is Warren Davidson), but they did a lot early last year. They voted to make this money available, you would think the state legislatures could have gotten off their asses, grabbed the ball, and run with it. It's free money for Gods sake, do something with it. Nope. In our state they sued the governor and actually tried to impeach him - over
masks - while real help for the state went begging. Dumbasses.
